The Unabridged Wizarding Constitution

It is well known that the wizarding community has experienced frequent turmoil during the Dark Lord's insurgency.  This is why the ICL MoM Division has come up with a rigorous constitution to abide by.  

Rebelling against the ministry and the holy constitution is a punishable offence.

The Great Freeze

Prior to the formation of an organised MoM branch, menaces to society were sent to the Great Freeze where their powers slowly faded and they lost the ability to defend themselves against the native pixies.
